Biographie

Après une scolarité au Lycée Henri IV de Paris, Gérard LONGUET entame des études de droit et de lettres. Diplômé de l’Institut d’Études Politiques (IEP) de Paris en 1966, il obtient un Diplôme d’études supérieures de sciences politiques en 1968. En 1971, Gérard LONGUET intègre l’École Nationale d’Administration (ENA) dont il sortira diplômé en 1973 (Promotion François Rabelais).

Sous-Préfet à sa sortie de l’ENA, il est d’abord Directeur de cabinet des Préfets de l’Eure (1973-1974), puis de la Somme (1974-1976) et enfin de Jacques DOMINATI, Secrétaire d’État auprès du Premier Ministre Raymond BARRE (1977-1978).

En 1978, Gérard LONGUET est élu Député de la 1re circonscription de la Meuse.  Conseiller Général du canton de Seuil d’Argonne, en Meuse, entre 1979 et 1992. Il devient Vice-Président du Département de 1982 à 1986. Il est également élu Conseiller Municipal d’opposition de Bar-le-Duc en 1983.

Gérard LONGUET devient Député européen en 1984 et reste membre du Parlement européen jusqu’en 1986.

En 1986, Gérard LONGUET est nommé Secrétaire d’État puis Ministre délégué en charge des Postes et Télécommunications. Il redeviendra Député de la Meuse en 1988.

En 1992, Gérard LONGUET devient Président du Conseil régional de Lorraine, poste qu’il occupera jusqu’en 2004. En 1993, il est également nommé Ministre de l’Industrie, des Postes et Télécommunications et du Commerce extérieur au sein du Gouvernement BALLADUR.

De 1998 à 2001, il est Conseiller général de Fresnes-en-Woëvre (Meuse).

Il entre au Sénat en 2001 et devient Président de l’Association des Régions de France (ARF), de 2002 à 2004. Il est Président de l’Agence de financement des infrastructures de transports de France (AFITF), de 2005 à 2011.

En 2004, il est réélu Conseiller régional de Lorraine jusqu’en 2010.

Familier des sujets industriels qui ont été ses thèmes d’action et d’échange avec les dirigeants concernés, Gérard LONGUET est nommé Ministre de la Défense (2011-2012) au sein du Gouvernement FILLON.

De 2009 à 2011, Gérard LONGUET occupe la fonction de Président du Groupe Union pour un Mouvement Populaire (UMP) au Sénat. Lors des élections sénatoriales de 2011, il est réélu Sénateur de la Meuse au premier tour. Il intègre alors la Commission des Finances. En 2014, il est élu Président du groupe interparlementaire d’amitié France-Russie.

Il est réélu Sénateur de la Meuse en septembre 2017 et siège à nouveau à la Commission des Finances. Il devient Président (2017-2020) puis Premier Vice-Président (depuis octobre 2020) de l’Office Parlementaire d’Évaluation des Choix Scientifiques et Technologiques (OPECST).

Rapporteur spécial de la Mission « Enseignement scolaire » pour la Commission des Finances depuis 2004, il est également Vice-Président de la Commission spéciale sur le projet de loi relatif à la bioéthique (2020).

Parallèlement à sa carrière politique, il est administrateur au sein de 3 sociétés : INETUM (Service informatique) ; SEA INVEST (Logistique portuaire) et JOHN COCKERILL (Ingénierie industrielle). Il dirige la société SOKRATES (Conseil en conduite du changement).

En septembre 2023, Gérard LONGUET met fin à son mandat de Sénateur en ne se représentant pas à sa propre succession. Il devient alors Sénateur honoraire de la Meuse.

Marié et père de quatre filles, il est onze fois grand-père.

Gérard Longuet attended high school at Lycée Henri IV. He went on to study law, literature, and political science at Science Po in Paris. Upon graduating from Science Po in 1966, he obtained a graduate degree in political science (DES) and joined the Ecole Nationale d’Administration (ENA) where he was part of the class of 1973 (promotion Rabelais).

After leaving the ENA, Gérard Longuet was appointed Chief of staff to the prefects of Eure (1973-1974) and Somme (1974-1976). He was also Chief of staff for Secretary of State Jacques Dominati under the Raymond Barre administration in 1977 and 1978.

In 1978 Gérard Longuet began his first term as a Member of the Parliament (MP) after winning the election in the first district of the Meuse. In 1979, he became a member of the General Council of the Meuse where he represented the canton of Seuil-d’Argonne and stayed until 1992; between 1982 to 1986, he served as its vice-president. He was also a City councilman in opposition for the city of Bar-le-Duc in 1983.

In 1984 he was elected a Member of the European Parliament (MEP) and stayed until 1986.

Gérard Longuet’s first government nomination came in 1986 when he became Secretary of State and Deputy Minister in charge of Posts and Telecommunications. In 1988, he returned to his function as an MP for the Meuse.

In 1992, he became president of the Regional Council of Lorraine, a position he held until 2004.

In 1993, Gérard Longuet was appointed Minister of Industry, Posts, Telecommunications, and Foreign Trade under the Balladur administration.

He was elected to the Senate in 2001, became Chairman of the Association of Regions of France (ARF) in 2002, and was appointed Chairman of the Agency for funding of transport infrastructure of France (AFITF) in 2005. A position he held until 2011.

In 2004, he was once again elected Councilman of the Lorraine region. He held his seat until 2010.

As an expert in industrial topics – expertise he put to use with several political leaders – Gérard Longuet was appointed Defense Minister (2011-2012) in the Fillon administration.

From 2009 to 2011, Gérard Longuet served as President of the Union pour un Mouvement Populaire (UMP) group in the Senate. Also in 2011, he was re-elected Senator of Meuse (in the first round). Something he would repeat in 2017. In the Senate, Gérard Longuet is a member of the Finance Committee and of the Parliamentary Office For Scientific and Technological Assessment (OPECST). He was elected President of the latter in November 2017 and Vice-President (from 2020 on). In 2014, he was elected Chairman of the inter-parliamentary group of Franco– Russian friendship.

He has been the special recorder of the “Education” initiative since 2004. He is also Vice-President of the special bioethics bill’s committee.

Outside of politics, he is a board member of three companies: INETUM (IT services), SEA INVEST (port operations), and JOHN COCKERILL (industrial engineering). He also manages Sokrates (change management consulting).

In September 2023, Gérard LONGUET ended his term of office as Senator by not standing for re-election. He then became Honorary Senator for Meuse.

Married and father of four daughters, Gerard Longuet has eleven grandchildren.
